Since MCA follows semester wide pattern, it depends you have taken admission in which cycle, for example if you have taken admission in January sesaion of this year, then you will appear for June TEE which is postponed until further notice, you can stay updated at ignou.ac.in to know more details regarding this, and no, you don't have to go to delhi to give your TEE, unless your study centre falls in Delhi RC, the study centre which you have chosen while filling the application form, and which have been allotted to you will be the same place where your submission of assignments or anything as per requirement of your course is to be done, even TEE are generally conducted in there only unless say there are not enough students of a particular course in a study centre, that limited students might get allotted study centre which have considerable amount of candidates for exam, but generally one does get study centre only for TEE .
