The best University to do BEd shall be Delhi University, its admission is done through entrance test, four colleges under Delhi University offer BEd course at a fairly affordable fee, and you can consider Regional Institute of Education which has its campuses in Ajmer,Mysore,Bhubaneshwar etc, NCERT conducts a test called CEE which you can try, in fact just a few days ago its application forms are released.
