If you are planning for government jobs then NO DOUBT CIVIL IS THE RIGHT CHOICE. In fact you can go for government jobs from any of the four core branches which are;

1. Mechanical Engineering
2. Electrical Engineering
3. Civil Engineering
4. Chemical Engineering

There are little or no government jobs in CSE. Hope this helps.
