St. Petersburg State University is one of the good university for MBA course in Russia.
Others are:

Moscow State University
The Stockholm School of Economics
Moscow International Higher Business School- MIRBIS
Vlerick Business School

You can check the admission criteria in the above universities for the same.
Mostly they take students who have given GMAT and IELTS proficiency test.
