Hii Siva!
The best way to study depends on you, as it varies from person to person. You can either join civil coaching classes and prepare for UPSC, or you can take admissions in any of the graduation courses of your choice and self prepare for UPSC at home. The eligibility for becoming an IPS states that you need to have a graduate degree with any subject from a recognised university. Your age should be between 21 to 30 years of age. So, you decide the way, you feel comfortable to prepare for it.
Hope this helps.
Good luck!
