This can be a result of either of these two things:
1. Server issue, or

2. Network issue from your end.

For the first reason, you can reach out to authorities by writing a mail, or call them in their helpline number and convey the issue.

Last but not the least, if you have a network issue, turn on and off airplane mode, or restart your device. if the problem still persists, try with another number (make sure the number is trusted and can be accessed when required).
