If you have all required documents of UP domicile then you can take part in UP state counseling.

Keep in mind, you can take admission only at one college and counseling dates may coincide

UP NEET counseling dates are yet to be announced, you can check it on their official site- upneet.gov.in.

Bihar NEET counseling is expected to start at the end of January, details will be provided at official site of BCECEB
