No you can't apply for it if you are from obc category as there's already reservations for obc category.
EWS quota is only for general category.
So I think you it caters your question.

But sir I've another query
I'm from Jharkhand and I belongs to obc cateory but according Jharkhand rules only the one having property before yr 1978 will be able to take reservations via obc and I'm not having property before 1978 so am I eligible for ews

Can any body please clear this ...what if i am filling the itr on 5 lakh and there are 2 other person inmy family ...but they r dependent on me ....so i am eligible for ews in upsc cse .pls tell me if anybody knw that ...

Sir I am obc category..I applied obc certificate and qualified NTSE final selection in EWS category.. how I selected in EWS?? is there any techical problem? Is there any right to fight legally??

I belong to obc category but for central obc I ll not belong as it is only for rural so I got eligible for ews. Now can I apply for obc exam??

Hello Anjali,  Only general category students are eligible for ews quota. And OBC category students are not eligible to apply for this quota.

Hi, 

Economically backward sections EWS is a category of family having annual income of less than 8L.The reservation is 10% for EWS whereas OBC candidates don't come under this as they have 27% reservation. So it doesn't belong to SC/ST/OBC.
