Well dear every university has a budget,they spend money on what they think is  on their top priorities,like few universities don't spend alot of money on the infrastructure,rather they spend money on providing better education,health facilities etc.

Gradually,they devlop facilities as they keep progressing.It takes time and money to build up things,but,they do it when they can.
