There are a lot of major factors that determine the answer to less paid engineers:

• Not all engineers are paid less, the Engineers with excellent skills have been placed in good companies at good pay scale through On or Off campus placements as well
• India is still a developing country and has an unstable economy, so keeping in mind there are various factors that are kept in consideration on paying to professionals; not only to Engineers but to other field personnel also
• On an average every year around 10-12 Lakhs Engineers graduate in India, that is a huge amount and due to such population it is not appropriate to pay everyone high depending on their performance and  graduation score. Whereas you see there are a bit lesser opportunities especially in Core branches, but production of Engineers keep increasing every year
• In foreign countries, like US, Germany, they have one of the most powerful economy and they produce skilled engineers in lesser population than India which makes it easy for them to pay good
