As you may be knowing that min cutoff percentile for SC candidate in JEE mains 2019 is 54 .
Now as you have secured 42 percentile in jEE main, so definitely you won't be able to make it to NITs.
So, you don't have any chance for seeking admission through JEE mains in any govt college under JEE mains.

You can't get admission in any college with this percentile in JEE Mains examination. Your percentile is very very low according to your category also. You should find out some good private  institutions as per your requirements and take admission in it or prepare well and appear in jee next year to get into  governmeent college.

No i am sorry, this marks will not help you get admission in iiits or iiits. but as you have a reserved quota you have a chance to get into gftis assam university, school of engineering and technology, mizoram. you can go for these colleges. you may not get cse but you can get me,it,civil.
