If you fail  the practical then you have to appear it too. If you have not performed well in the exam then you have to write the paper again.

If Your practical marks are good and you have passed then your previous year practical exam marks will be taken forward and use in the improvement exam to find out your improved mark.

You don't have to appear the practicals again but have to appear the paper pen exam again.
