Your rank is good but first of all please mention us your category to get an accurate asnwer of your query. Now if you are from general category then chances are slightly less  as every year cut-off changes for every college or IIT so chances are less. Try your luck through state quota counselling session. Hi ! No you have very slight chance to get IIT unless and until there are some vacancies. But still you have some chance. Still you have some chance in college like IIT Jammu, iit jodhpur, IIT Tiruchirapalli and In other newer iits with bad streams. So hope you understand and best of luck to you.
