The cutoff is subjected to variation every year depending upon the number of candidates appearing for the examination,the category of the candidates,the difficulty level of the question paper.
If we take into consideration the previous year data,you do not seem to have any chance under all India Quota in medical dental colleges. However,you do have chances in private colleges.

As per year the cuttoff marks varies depending upon the number of students appearing in the exam and the difficulty level of exam papers.

Your NEET score is extremely low.!
You, belonging to a reserved category, have only cleared the cutoff. And so you cannot get admission this year in any of the medical or dental colleges, be it through state counseling or All India Quota seats.
A minimum of 500+ is required for admission in government dental college for a SC category candidate, through 15% AIQ seats. Whereas under state counseling, a score of 450+ is a must.!
Try to work more hard and score maximum possible in next year's NEET, if you want to go for BDS.!

Colleges is totally depend on the marks you got and the rank. Different states have their own criteria for seats to allote. Under state quota the 85 percent reservation for state students and under all india quota the 15 seats for the other state students.
