Hey Mokita!
All India counselling is open for all. There is no lower limit of marks for you to apply for All India counselling.
All India counselling is done under MCI (Medical Council of India), DGHS (Directorate General of Health Services) and Ministry of Health and Family Welfare. The all India counselling occurs for 15% of total government seats in the country. You have to apply separately for private colleges. There are two rounds of All India Counselling, following which the seats left unfilled would shift to respective state quota and add to its 85%. The for All India counselling, you need to log onto www.mcc.nic.in under the title AIPMEEE and select to see undergraduate counselling. You can have a look at the seat matrix and fill choices very carefully, keeping in mind your state and select preferances in such a way that you get a college in your score. You might land a seat in a college for the states which have an overall low cut off score.
All India Counselling would require you to pay a sum while registering. Last year, the amount for counselling for medical government colleges and central universities like AFMC, BHU and ESIC colleges was Rs. 11,000. For counselling in deemed universities and private colleges, the amount that had to be given for counselling was Rs. 1,10,000. In the case that you do not get a seat in either of the two rounds of counselling, your amount had been duly refunded in the account from which you had paid online. This time, you should read all the terms and conditions before applying and paying the fees.
This year the overall number of seats have been increased. The present number of MBBS seats in India including the seats of private medical colleges was 69,400 mentioned on MCI's website which has now been changed to 70,778. The choice for going for All India counsellig puts in a lot of factors and you should discuss with your guardian(s).
All the best for your results and I hope you get a college of your dreams.
