There is a high chance to get government colleges in your own state.

Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. This year all India quota the cutoffs may be higher than the other years, that is why any score less than 590 or 600 out of 720 is less. For Dental also, you have to get at least 550 marks in Neet if you are a general category student.

For more information you can go through the article on  previous year's cut off-

The cut off and rank changes every year as the competition changes every year. This change in competition is depends on the number of students appearing in the exam, the total number of seats available and the difficulty level of the examination.

To tell a sure shot rank would not be justified as the ranks associated with the score changes every year. Based on comparison with previous year the NEET score of 630 would lie in the range from 2788 to 3956.
