Yeah! You can pursue phD from any part of India provided you have to crack NET examination.

The eligibility for NET are:

• Candidates belonging to the open/unreserved category must score a minimum of 50% in their master or equivalent degree.

With the NET score you have to apply in the University you want to do PhD in and based on that you would be called for an Interview or direct admission can be provided to this course.

In Utkal University, there are various postgraduate courses being offered in various disciplines. Selection of candidates is done on the basis of performance in the entrance examination and marks in the last qualifying examination. The minimum eligibility criteria is to have passed in the relevant Bachelor’s degree from a recognised university. Application forms are available in the first week of May.

Admission to all the courses including M.Tech and integrated MBA & MCA is based on an entrance test conducted by Utkal University. The entrance test for PG courses offered by the university is usually conducted in the month of May. For M.Phil and Ph.D. courses, the examination is generally held in the third week of July.

see UTKAL university is a premier university and is famous for its engineering , management , science courses. Admission to mba Course in UTKAL University is based on OJEE (odisha joint entrance examination) , the eligibility criteria is applicants must have completed Bachelor Degree of minimum 3 years duration and secured above mentioned marks (45% marks in case of candidates belonging to reserved category). however the closing rank for general category is 4003 for UTKAL university. now its difficult to predict about cutoff and it varies with questions difficulty level, number of applicant, students category and so on. follow the below  link to stay updated  about  ojee mba cutoff:

Well getting the provisional certificate is easy. You just need to visit the administration department of your university and ask them for a provisional certificate if your degree is not yet available. They will usually charge a fee and will give you one within a stipulated time period.
