As you have mentioned you first did your class 10th from CBSE than you opted for PUC. For your study certificate, only class 10th marksheet is enough. It proves that you have already completed your basic studies that are mandatory for basic jobs and livelihood.

It already have your school principal signature, hence you do not need any additional sign until and unless stated for additional forms for the position you might be applying for.

In Karnataka, caste of 3a category community belongs to OBC in central list ( rural area candidates only).

However, the address proof of the candidate must belong to the Rural area to get the OBC certificate for central govt jobs.

Serinal no of the 3a caste in central govt list of OBC is 156. 3a caste can apply for OBC certificate on official online website with payment of Ra. 25

Children of persons having a gross annual income of Rs 8 lakh or above for a period of three consecutive years would also fall under the creamy layer category and would not be entitled to the benefit of reservation available to OBC.

For admission to any institute You must produce the documents as per the guidelines. Guidelines for obc ncl certificate in delhi University is as follows -

  • OBC (Non-Creamy Layer) Certificate (in the name of the Applicant) issued by the competent authority, and wherein the caste is in the OBC central list issued by http://ncbc.nic.in.
  • The validity of the certificate is of 12 months so you must produce a valid certificate as per the year of admission.

In your case your certificate is issued by central government, which is same as mentioned above. So it won't make you trouble.

To be eligible in NEET, you have to have passed all 4 physics, biology and chemistry (theory and practical) and english in 12th grade examination (equivalent to A level in UK not O level) without any exception.  So as long as PCB is passed in grade 12 candidate is eligible for NEET. Aggregate marks for PCB subjects in grade 12 should be a minimum of 50% for general category, 40% for SC/ST/OBC and 45% for PWD.
