Based upon the rank that your sister has secured in JEE Mains paper 2(OBC) category it may be not possible for her to get into NITs and IITs for B.Arch course.The cutoffs are generally high with tough competition even among the reserved category students for seats within ranks of 1000.You may get seats under state quota cutoffs.It would had been  betterif you had mentioned your place of residence.Apply for other colleges under state quota where you have decent chances.

So if you are opting for IITs,NITs and CFITs you should try for another attempt in the next year and give your best.

Since this year's cutoff has not been declared yet, with a SC rank of 3,150 according to previous years cutoffs and trands, it is unlikely you will be able to get any college. However, you can get admission in - 

• National Institute of Technology, Raipur (with state domicile only)

According to the official JOSAA Counselling website, you need to have secured atleast 75%+ in your 10+2 or equvivalent or be in the top 20 percentile in the respective exam to be eligible for counselling in JOSAA.

According to your 10+2 percentage, you are not eligible. If you are in the top 20 percentile in the JEE Main Paper 2, you can become eligible.

As the cutoff ranks of this year has not been declared yet, according to the previous year's cutoffs and trends, with an OBC rank of 7,000 it is unlikely you can get admission in any NIT's. However, if you have state domicile, you can get into the following universities -

Since this year's rank cutoff for JEE Main Paper 2 has not been declared yet, according to previous year's ranks and cutoff trends, with a OBC rank of 1,699 you might be able to get the following universities - 

• National Institute of Technology, Hamirpur (Home State only)
• National Institute of Technology, Patna (Home State only)
• National Institute of Technology, Raipur (Home State only)
• National Institute of Technology, Rourkela (Home State only)
• Malaviya National Institute of Technology, Jaipur (Home State only)

Please note you will be able to get admission only if you belong to the home state of one of the following university.

In all India quota, however it is unlikely to get admission.

          National Testing Agency (NTA) conducts Jee Main paper 2 for admissions of students to  NIT's  under B. arch. course. Thus you cannot get into IIT from this.

           Also with your rank and category it is for sure that you may get an NIT infact you may have many options,thus naming a particular NIT would seem meaningless as it always depends on your preferenc,  no. of students applied, their performance and no. of seats available.
