NEET 2020 cutoff has not been declared yet but as the  admission process of both the college's are through NEET, 85% seats are reserved for domicile qualified applicants and the cut off is 45th percentile for SC category. Cutoff varies each year.. both the colleges offer 150 seats.  l am listing previous years cutoff which will help you.

The cutoff varies every year depending on the various factors such as No. of candidates appeared for the exam, Difficulty level of the exam,  Performance of the candidates etc.

But  with a score of more than 570 to 580, You might have the chance to get All India Quota seats in University College of Medical Sciences, Delhi for All India Quota seats as SC category.

As you have mentioned that you belong to OBC category, based on the category you belong to, you should have a minimum of 500+ to make it into one of the above mentioned colleges. Therefore the safe score is 500+. If the candidates are managing to get this score then they will have a chances for admission in many of the decent colleges.

Please also specify your caste category as cutoffs vary for different categories.

The cutoffs last year for UCMS, Delhi were:

UR - 645 marks

OBC - 630 marks

SC - 571 marks

ST - 523 marks

With 598 marks, you have a decent chance of getting a seat in UCMS as cutoff for UR category last year was 581 marks. 

Cutoffs are even lower if you have caste reservation too.

Yes you can apply for any college in Delhi with your OBC category reservation certificate .

Both the colleges are really good in this field and also comes in top medical colleges in India.
But if talk about the NIRF ranking of both the colleges then the ranking of University college of medical Sciences has a rank of 23 whereas Vardhaman Mahavir medical college and Safdarjung hospital has a rank of 19.
Hence you can go for VMMC but again it's your own decision hence go for the one you already had in your mind in the 1st position.

With 92932 AIR you have been allotted University college of medical Sciences.
If we see last year's 2nd round allotment you have a chance of getting Maulana azad medical college and also you belong to ST category.
The last rank (last year) to get admission in Maulana azad medical college with ST category was 106393 AIR.
With this you can analyze that you have a chance of getting MAMC in 2nd allotment.

Dear aspirant, according to your All india rank in NEET 2019,their is fair chances for you to get seats in government medical college in Delhi. According to cutoff for NEET 2019 for MBBS in Delhi through All india quota, their is chances for you to get seats in University college of Medical Sciences, Delhi in 2nd round of counselling. The cutoff for University college of Medical sciences, Delhi are neet score = 645 and neet rank = 183.So, according to your All india Rank, the chances is high for you to get seats in University college of medical sciences, Delhi
Ram manohar lohia hospital, Delhi has get permission by Union health ministry and is going to start MBBS course with 100 medical seats for academic session 2019 -2020. Yes RML hospital, Delhi is included in 2nd round of counselling.
