Anything could not be said about what colleges you can get on the basis of your score in NEET, you should know that it would be too early to predict anything. The cut off trends tend to change every year and same can be expected for this year as well. However, for your given score, you have a good chance to get into a good college provided on your reservation category. If you want a decent level college you should have achieved a score of 500+ as an UR candidate. But you can try the college predictor for further information about colleges:

UR-640
OBC-616
SC- 450

Here there are chances only if your son's category is SC, ST.

BSA  cut off:

UR-  568
OBC- 514
SC- 417
ST-  304

Chances are good for a seat in this college even for UR and OBC Categories

NDMC Cut off:

UR- 562
OBC- 511
SC- 417
ST- 305

As per your query I would like to tell you that you can apply for University College of Medical Sciences, Delhi and VMMC and Safdarjung Hospital, New Delhi only under all India quota as oy have mentioned that you don't have Delhi domicile. So as per that last year closing rank was 183 and 116 respectively from your category under all India quota. So according to that your rank is too high to get you a seat in either college. You can apply for government medical college under state quota as you have fair Chances of getting a seat there. Talking of which remember that cutoff varies every year depending on number of students appearing in exam, difficulty level of exam, students scoring more than you and your category.

In 2018, under All India Quota, the cut off for both the colleges have been as follows:

UCMS: 645
VMCC: 652

With 649 and going by previous cut offs,  it is a close call for UCMS and you are little short for VMCC. Having said that, cut offs change every year and are dependant on various factors like no.of seats availble, no.of candidates appearing for the exam, top NEET score and difficulty of the exam. Here is a list of various government medical colleges in Delhi and their respective cut offs for admission under the All India quota for the general category in 2018. You can expect a similar cut off this year too. Hence with a rank of 1047 your chances seem less under All India quota.
If you havw state quota then you havw a good chanc.

First of all let me congratulate you to achieve such a good rank in neet 2019. For vmmc previous year cutoff rank was 417 for obc so you have less chances of getting as the Cutoff has increased. You have decent chances of getting some of the good colleges like.

1. Dr BSA medical College Delhi. Previous year cutoff was 1936 rank.

2. NDMC medical College Delhi. Previous year cutoff was 1376.

Vmmc has all the necessary infrastructure but its campus is very congested and most of it is hospital. But due to recent developments it rank among the best colleges in india for medical and classrooms, library and hostels are very hygienic and fully aur conditioned.

I had studied the Vardhman mahavir medical college and SHJ for a couple of months and it was enough to write a about pros and cones. College have all the necessery infrastructure like and modren equipments.

My experience is really good in vmmc and sjh.

Their are alot of laboratories everything is available in laboratory with proper hygiene. As student you have to experience more knowledge bcz of good experience md dr staff and teachers. Class rooms are very big every facilities are there lecture theatre, projecters different labs and manageable library.
