For choice filling for the ojee counselling is that if you want your preffered branch such as CSE, then apply all colleges of CSE first then aplly the rest.

According to the above sequence you have to apply for the colleges. Such as CSE then you will apply CSE in CET then VSSUT then accordingly. After CSE is over then apply all the branches of all the colleges accordingly.

Yes definitely you can appear even if you are appearing for JEE-Main or JEE-Advance, provided that you satisfy all the given criterion defined below.
As per the eligibility criteria of OJEE, some points are defined that need to be satisfied by the candidate to be eligible for OJEE and those points are as follows :-
** The candidate should be an Indian citizen or if NRI/PIO then he/ she would be only eligible for supernumerary seats.
** There is no age limit to appear for OJEE so candidate belonging to any age group can appear in OJEE except for that of Marine engineering for which maximum age limit is 22 years.
** The candidate should have passed class 12th or equivalent examination either from Odisha or any other state of India with Physics and Mathematics as compulsory subjects and also there should be one language subject along with Chemistry or any other subject in his/her curriculum.
** The candidate should have scored minimum aggregate of 45% in class 12th (40% for reserved category)

In OJEE counselling through JEE Mian. They have reservations on OBC NCL. While fill up the form choose OBC NCL as your category and provide caste certificate according to your caste verified by the Govt.

You didn't mention in which branch you want to take admission.
Taking your JEE mains in consideration you must be a B.TECH aspirant.
So you are eligible for counselling in OJEE but you should have a valid JEE Main score. However, if seats are left vacant after admitting the candidates on the basis of JEE Main scores then the board conducts a separate entrance exam known as special OJEE. Candidates have not been able to appear in the JEE (Main) examination due to any reason will be able to apply for admission. A separate merit list will be released by the authorities for JEE Main qualified candidates and OJEE special qualified candidates.

Getting around 600 marks in OJEE is considered good , to get into good colleges in Odisha. If you are from SC , ST or OBC category above 500 is considered good. Your expected rank in OJEE should be between 1 to 9k to grab the best colleges.

OJEE (Odisha Joint Entrance Examination) has a separate examination for admission in institutions of Odisha followed by Counselling. The Allotment of Seats will be through Centralised counselling based on Merits list candidates in JEE Mains/ OJEE 2021. OJEE Counselling will Conducted separately or candidates who qualified JEE Mains.
Candidates have to register for OJEE counselling from online official website Through JEE Mains rank. As JEE Mains in Considered as National level Examination and OJEE as state level Exam, JEE Mains Candidates are give more preference then OJEE Qualified candidates. There will be no Difference in Rank, You rank will be same. But JEE Mains and OJEE Exam cut off will be different college wise. JEE Candidates are filled first then OJEE. Yes you can participate in OJEE counselling through JEE Mains score. Yes, It is compulsory to fill up the OJEE counselling form to participate in OJEE counselling . You don't have fill up the OJEE form you have fill up the OJEE counselling form which is not released now. Soon it will be released after OJEE exams are over.
