Well, yes you are right! if you get any seat in josaa counselling and it gets upgraded then then you can't degrade it in subsequent rounds, as is stated before the submission of Willingness Document while registering in josaa... however you have the choice of withdrawing the seat and you can participate in CSAB (spot round) with no restriction....

At such a high rank of yours it is highly unlikely that you will get a government seat in any of the government engineering colleges of Odisha in OJEE lateral entry. All Government engineering Institutes of the state provide admission to students in lateral entry with a much better rank than what you have achieved. If you have some sort of reservation, still it is going to be difficult for you as you still need a very good quota rank.

Hi. You have got a good enough rank to get into pharmacy related colleges. I didn't get the latest cutoffs but as per old cutoffs, you can easily get University Department of Pharmaceutical Sciences, Bhubaneswar; College of Pharmaceutical Science, Puri; College of Pharmaceutical Sciences, Berhampur etc.

As you had not mentioned your quota, so considering it as general category it's quite hard to get admission in B.Pharm in Hi-tech College of Pharmacy with your OJEE Rank. As per previous few years data maximum cutoff rank for general category was approximately within 3000. But if you have any certificate of SC or ST there may be a possibility to get admission.
