You have scored well enough and have crossed the cutoff rank for most of the colleges like NLIU Bhopal which had a closing rank of 380 and GNLU Gandhinagar which had a closing rank of 417. You need to apply in the colleges and see if you make the cutoff list or not.

Yes you are eligible to appear in NEET if your board results are available before first round of counselling. As all the necessary documents will be required for verification purpose.

Also, to be able to be eligible for NEET,  your PCB aggregate should be atleast 50%(if you are a general category candidate) and 40%(if your category is OBC/SC/ST). So try to score a good percentage accordingly.
