Yes you are eligible to appear in NEET if your board results are available before first round of counselling. As all the necessary documents will be required for verification purpose.
Also, to be able to be eligible for NEET, your PCB aggregate should be atleast 50%(if you are a general category candidate) and 40%(if your category is OBC/SC/ST). So try to score a good percentage accordingly.

Minimum educational qualification
· B.Sc. / B.Sc. (Hons) / BCA / BIT of minimum three years full-time from a recognized University with Mathematics/ Statistics as one of the subjects (candidates from open universities are also eligible)
OR
· B.E./ B.Tech. from a recognized University
As you have maths as one of your subjects so you can give the exam.

You can get a job after completing a Diploma in IT, but the problem will be you would not like it as the profiles offered will be not as those offered to Engineers & also the Payscale is less. Nowadays it has become difficult to get a job Off-campus. So if you get a good college for diploma then you can expect to get a good job otherwise I would suggest you to complete engineering.

You have scored more than 60% in aggregate four subjects then you are eligible for giving aiims entrance exam. According to aiims entrance exam eligibility criteria a student should have scored 60% in four main subjects aggregately to give aiims ug and having general or obc category. And 50% marks for sc/st category.
