A BDS seat at a Government Medical College is extremely unlikely to be obtained with a NEET 2025 score of 248. Generally speaking, government BDS seats demand much higher marks, depending on the state and category. It's not a certainty, but there maybe few opportunities at some private universities, particularly those with the greater tuition or in less competitive areas.
Yes, NTA can reduce the qualifying score of NEET if needed.

Secondly if you are selected the offer letter must be accepted through the IISc admission portal itself not via COAP.
COAP is used only for course based M.Tech/M.Des not for M.Tech (research) or Ph.D.
