When you fail in 12th and then again appear in examination, then you appear for it as a private candidate . And as a private candidate you are eligible for neet. And it doesn't matter even if you have failed twice i. e in 2019 and 2020 .
This is because,
The case of eligibility of private candidates for Neet examination is in Supreme Court but until the supreme court gives its judgement, private candidates are eligible for Neet examination, so one is eligible for neet as a private candidate in 12th provided they must have got:-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
Also,
* to be eligible for neet 2021 one has to be at least 17 years old or more by 31st December 2021
* There is no upper age limit for Neet 2021
* There's no limit for the maximum number of attempts/times one can appear in NEET.

Well if you take admission and due to unavoidable reasons you couldn't submit the certificates and your candidature gets cancelled then the refund will be provided after cutting a certain amount as security deposit or so as per the updated refund policy. The old policy won't be followed and refund rules will be followed according to new rules.

Yes if you have completed your B.Tech or in the third or last year of B.Tech you will be eligible to give GATE as the eligilbity criteria states that Candidates must have passed graduation in engineering/technology or Master’s degree in any relevant science subject. Candidates in pre-final or final year of their qualifying degree also eligible to appear for GATE. Even diploma lateral entry students are eligible to give GATE and there is no age limit for GATE.

Yeah! You can pursue phD from any part of India provided you have to crack NET examination.
The eligibility for NET are:
Candidates belonging to the open/unreserved category must score a minimum of 50% in their master or equivalent degree.
With the NET score you have to apply in the University you want to do PhD in and based on that you would be called for an Interview or direct admission can be provided to this course.

Obviously you will use the UP Board result if its better or else you will have to go with the CBSE Board marksheet. You cant do it with both of them but you have to choose the marksheet which have better marks as it will provide you a better opportunity.
