Unfortunately you will not be eligible for either JEE-Main or JEE-Advance because you have mentioned that you are 12th pass out of 2018 and as per the guidelines for JEE-Main, any candidate is eligible to appear for JEE-Main only for three consecutive years which includes the passing year of class 12th and if the candidate does not appear in any of the year then also he will not be allowed to sit further. So if you have passed your class 12th in 2018 then you were only eligible for JEE-Main 2018, 2019 and 2020 according to the current guidelines.
So now you cannot get admission to NITSs/IIITs/IITs through either JEE-Main or JEE-Advance but if you want to pursue B.Tech then you can go for some private colleges which have their own entrance test as well so you can appear for them, or most of the private institutions take direct admission as well on he basis of class 12th merit, so you can check it out also on the official website of the colleges.

First of all don't assume yourself as a loser/weak because nobody born loser, it is all your works which makes you a loser so if you want to do something in life then you have to do the works which are appropriate and of your interest. As you have mentioned that you want to prepare for Banking sector and in most of the sections you were strong earlier so this is the good thing, now you have to just look out the things and practice some questions for those sections you will regain your consciousness for that subject, for e.g., you were good in Quant. and Reasoning so just practice some questions and devote some time to this section you will regain all the power of this subject. If you are preparing for Banking sector then you can go for SBI PO or SBI Clerk or IBPS provided that you complete your graduation by next year because for almost all banking exams only graduate candidates are eligible or those who are in final year of their graduation.
Age limit for SBI Clerk is 20-28 years, for SBI PO it is 21-30 years and for IBPS Clerk it is 20-28 years. So you have enough time to prepare for banking examinations but if you start your preparation in a right way from right now then you may crack these banking exams in just one year.

As you mentioned that you have made domicile certificate in the year 2018 so as per my knowledge domicile certificate has the validity of only one year and after that you have to make a new certificate ,so I would recommend you to make a new domicile certificate of the current year.

see To take admission in MD or MS course, you need to appear in neet pg exam, neet pg 2021 eligibility criteria is as follows:
Aspirants must complete an MBBS degree/provisional Pass Certificate which is recognized by the Indian Medical Council.
applicant must hold a permanent/ provisional registration certificate of MBBS qualification issued by the Medical Council of India or State Medical Council.
applicant must have completed the duration of their internship on or before March 31, 2021
****There is no maximum age limit to apply for neet pg , since you have already in on going course of MD you should have all the eligibility criteria. now see in government or some of the private institute post graduate students work as resident doctor and get monthly stipend. however I understand that since you have taken admission in private seat fees is quite high. however if you quite now you have to again repeat the full three years again and it would be counted as gap of year in your career. so some how if you can arrange the money , it would save your time. generally loans can be taken from bank as educational purpose. however since there is no age limit you may appear in neet pg again. so the decision should be yours.
