If your ews certificate is issued on 21/09/2020 then your certificate is surely for the fiscal year 2020-21. Now if you have provided that the validity is for the year 2019-20, then it won't be applicable as the certificate is surely for the fiscal year 2020-21.

Although, during document verification you can explain your side & see if the officials do some mercy.

In your queries you have not mentioned that from which state or on behalf of which state your brother is appearing for SSC CHSL exam in the year of 2019. If the State name is Haryana then it is OK for using its  certificates which is regarded the eligibility of family income within 6 lacs criteria.
