WBJEE is a state-government POWERED centralised test, conducted by the West Bengal Joint Entrance Examinations Board (https://en.wikipedia.org/wiki/West_Bengal_Joint_Entrance_Examinations_Board) for admission TO private and governmental engineering institutions in THE STATE OF BENGAL.
the main eligibility for the exam is that the minimum percentage to be acquired in grade 12 should be 45 in case of the general category(40 in case of obc)

I am sorry to inform that one cannot graduate if he has a backlog in even a single subject, even if the student has a backlog in the open elective or optional subject.
In all the universities, it is mandatory to clear all the subjects in order to successfully complete a degree.
Students who have backlogs can take exams again to clear those papers. Each university allows that. Once the backlog is cleared, students can easily get a degree. But it is mandatory to clear backlogs and complete the course successfully.
Having a back in any subject, either it is a language or any other subject, means the failure in the course. A degree is awarded only when you pass the exams. All university and institutes have the provision of retake of exams and clear the backlogs.

Yes many students have completed their B.Tech and M.Tech from different branches. Many students appear in the Gate exam in different branches.Someone gives the gate exam in CS branch whether he/she has completed B.Tech in Civil/Mechanical engineering. So if you give gate exam in different branch then you can do M.Tech in that particular branch.

As per my knowledge, The maximum number of attempts that the candidates can attempt JEE Advanced is two times in two consecutive years. So, if you had qualified your boards in 2019 and qualified the JEE mains exam, then I don't think it that very much need to write your boards again.

One can give JEE Mains entrance examination for a maximum of 3 consecutive years starting from the year of appearing 12th board examination.
