As per my knowledge, The maximum number of attempts that the candidates can attempt JEE Advanced is two times in two consecutive years. So, if you had qualified your boards in 2019 and qualified the JEE mains exam, then I don't think it that very much need to write your boards again.

No, you are not eligible for jee main 2022 , it doesn't matter even if you have not attempted JEE main even once

One can give JEE Mains entrance examination for a maximum of 3 consecutive years starting from the year of appearing 12th board examination.

You have not mentioned whether you are talking about general category for all other categories h.in the year of 2019 the cut of mark of Neet examination for general category was 134, for SC ST and OBC the marks was 107,for PWD students the marks was 120. Also it is not clear whether you are talking about any particular colleges cutoff rank or not. I am giving the link you can go through that and know more in details.

A gap year is a duration in which students take a break after completion of their education from schools or colleges to prepare for specific entrance exams like JEE, NEET, MBA entrance exams like CAT, MAT, competitive exams like SSC, BANK exams, etc.
Arriving at your question, if you took a break after class 12th in 2019 and get a medical college in 2022, then you should mention your gap year as 2019- 2022.

As per 2019 the cut cut off for EWS category was 35.35.
As per 2020 the cut off for EWS category was 68 and EWS (PWD) was 30.5.
