See as per the information available on the KVPY website, the student eligible for the SB stream is that the candidate must be enrolled in the 1st year of an undergraduate program in Basic Sciences during 2021-22. So you are eligible for the examination as there are no other condition provided.

Yes you can definitely take break and drop a year or two after giving your 12th examination, as most of the courses after 12th doesn't require any age limit for giving admission to their colleges or universities.

KVPY examination can only be given when you are in the first year of your Basic Science course. The group is called SB. The eligibility as per the KVPY 2021official website is provided below:
Due to prevailing COVID-19 situation, as one-time measure, students who have passed XII Standard Board Examination and eligible to enroll in the 1st year B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./Int. M.S. during the academic year 2021–22 are eligible to appear for the aptitude test. The student should produce a study certificate of 1st year B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./Int. M.S once they are selected as a provisional KVPY fellow. Moreover, the fellowship of the students selected under this stream will be activated only if they join an undergraduate program in Basic sciences (B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./Int. M.S) in the academic year 2021-22 and secured a minimum of 60% (50% for SC/ST/PWD) marks in aggregate in 1st year of B.Sc./B.S./B.Math./B.Stat./Int. M.Sc./Int. M.S.
So technically you aren't eligible for the KVPY examination.

Hi, since TSECET score card is valid only for a year you will have to re-appear for it. Yes, you can re-enter and continue your studies any time you want. - A candidate can appear for a maximum of two tests for SNAP 2021. If a candidate appears for two tests, the higher score will be considered for the final percentile calculation and there will be no normalization. A rigorous process that has been statistically tested will be administered to ensure that unique types of questions are framed under a specific topic across the question papers. The normal spread will ensure that there is no unfair advantage to candidates who opt for any specific test / multiple tests. This will ensure normalisation of the spread of questions across sections. Furthermore, the question papers will be normalised for the level of difficulty across all three sets. No correspondence regarding this will be entertained.
- Register for the SNAP online entrance test online on the website SNAP 2021 (from August 31 to 30 November 2021). Note – Any change in the online registration form (except name, date of birth, category, test city preferences and test date) will be entertained only up to the closing date of registration i.e. 30 November 2021. No change shall be permitted after the closing date under any circumstances.
- Upload your latest scanned colour passport size photo at the time of online registration for SNAP Test. (Your photograph should not be more than three months old).

- SNAP Test 2021 Score will be valid only for admission to select programmes of SIU for the academic year 2022-23 . Admissions to the select programmes at SIU are strictly based on merit, assessment of individual performance in SNAP and other processes prescribed by the University.
