KVPY examination can only be given when you are in the first year of your Basic Science course. The group is called SB. The eligibility as per the KVPY 2021official website is provided below:
Due to prevailing COVID-19 situation, as one-time measure, students who have passed XII Standard Board Examination and eligible to enroll in the 1st year B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./Int. M.S. during the academic year 2021–22 are eligible to appear for the aptitude test. The student should produce a study certificate of 1st year B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./Int. M.S once they are selected as a provisional KVPY fellow. Moreover, the fellowship of the students selected under this stream will be activated only if they join an undergraduate program in Basic sciences (B.Sc./B.S./B.Stat./B.Math./Int. M.Sc./Int. M.S) in the academic year 2021-22 and secured a minimum of 60% (50% for SC/ST/PWD) marks in aggregate in 1st year of B.Sc./B.S./B.Math./B.Stat./Int. M.Sc./Int. M.S.
So technically you aren't eligible for the KVPY examination.

Hi, since TSECET score card is valid only for a year you will have to re-appear for it. Yes, you can re-enter and continue your studies any time you want. No, now even if you appear again for your class 12th examination either through NIOS or through any other board, then also you won't be considered as eligible for JEE-Main or JEE-Advance 2022. This is because only your first attempt in class 12th examination is to be counted to determine your eligibility for JEE-Main or JEE-Advance. So as per the current eligibility criteria you were only eligible for JEE-Main 2019, 2020 and 2021 and for JEE-Advance 2019 and 2020.
Even if you did not appear for JEE-Main for any of the aforesaid attempts then also you will not be allowed to sit for further attempts.
To appear for JEE-Advance one must qualify JEE-Main and only then the candidate will be eligible to appear for JEE-Advance otherwise not.
