The year on which you have passed all your examination is the year of graduation. As you have passed all your papers on 2020 then you have passed out on 2020. As a result, I would recommend you to use 2020 as the year of passing out.

As per the JEE-Main eligibility criterion discussed below, you are not eligible for JEE-Main 2022 because you were only allowed to appear for JEE-Main 2019, 2020 and 2021 as you had appeared very first time for class 12th in 2019 so it will be considered as your passing year and eligibility is counted from passing year.
JEE-Main eligibility criteria :-
1--- Age criteria :- There is no age limit to appear in JEE-Main but note that there might be the age limit in any particular institution taking admission through JEE-Main score, so you should keep this thing in mind.
2--- Qualifying Examination :- To be eligible for JEE-Main one should have passed 10+2 examination with Physics, Mathematics as mandatory subjects along with one of the Chemistry/Biotechnology/Biology/ Technical Vocational subject from any of the recognized central or state board.
3--- Year of qualification :- For JEE-Main 2022 only those candidates who have passed Class 12 / equivalent examination in 2020, 2021 or 2022; or those who will be appearing in Class 12th / equivalent examination in 2022, would be eligible to appear .

Firstly, let me tell you a bit of new NEP, which is not applicable yet. So, you can't switch your stream till now. As per latest NEP you can switch to any of the stream of your desired by keeping your ongoing stream on hold and getting the diploma certificate which you can use further after completing your another stream for completing your leftover stream. But, to your notice, it is not applicable yet. So you can't switch for now. So, you have to finish up your graduation in medical field. Secondly, if you want to switch then you have appear for class 12th board with PCM as your compulsory subject and then you have to give JEE and then according to counselling, you will get the admission, which seems to me a waste of one valuable year. So, better be satisfied and complete your graduation in medical field. Moreover, now a days there are many aspects available in medical field.

As per the OBC Quota for Hamdard Institute of Medical Sciences Delhi the qualifying percentile should be more than 40% and the opening rank was 8260 to 28217 for all quotas. Admission to Hamdard Institute of Medical Sciences is via All India Quota Counseling, with 43 percent of seats allocated to Muslim Minority Quota and the remaining 57 percent to Management/NRI Quota. As per which it will be around 113-300 marks in NEET UG Exam for Admission.

The official website for UPSEE 2019 will be available only for certain period of time after that it will be inactive and you cannot access your result or any other details once the website is closed. You cannot check UPSEE 2019 result or seat allotment result now. If you have saved the score card and seat allotment in 2019 after they are released then you may retrieve those documents if you have saved them otherwise you cannot access the seat allotment and result.
