No, may be because it will be an huge loss to the students of school and colleges but for  those who are going to give a competitive exam will face lesser competition and plus board exams may shift too that means more time for preparation of competition. This is the best opportunity to boost your preparation.

As per the instructions from government, the new academic year began for degree college and schools from June or July 2020. No college or school is open yet. The classes are going on in the online mode. For first year students the session will began late as the admissions are going on in some colleges till now, also.

The admissions in Amrita university  is based on the ranks secured in AEEE or JEE or SAT and it is merit based, It depends on the campus which you select. It is not easy to predict the admissions based on the rank details because it vary from year to year and also depend on the campuses you are applying to. It also depend on number of candidates applied for the course. The fees of all the campuses are between Rs 2.5lakh-3 lakh. You need to apply to the official website for admissions. the new academic year for 2020-21 will be opened most probably from November and you can attend offline classes only if you get a written provision from your parents that they allowed you but the chances are the classes will still be online because of the rising number of cases and you won't get any vacation in between you may get vacation on 2021 may but nobody can be sure about that

As far as I have research for this I don't think there is any fee waiver scheme available at  iiit lucknow in this academic year. But there are up scholarships available in which you can apply.
