Hence this year you may hope to be able to secure admission in Punjab Agricultural University. The eligibility criteria for B.tech agricultural engineering is 10+2 Science with Physics, Chemistry, Mathematics or Biology. Most agricultural institutes/universities conduct entrance examination for admission to BE/BTech program in agricultural engineering. Some may consider the marks obtained in 10+ 2 qualifying examinations for selection. Some colleges accept admission for Bi.PC and mpc and some have a restriction regarding the same. Depending upon which college you are looking for admission, criteria may vary.

See the eligibility criteria for admission to Bsc in agriculture is the basis in which you might get admission into an institution with the course. For being eligible in it the following is stated in the criteria-
• you must have a minimum of 50-60% (depends from institute to institute) in your 10+2 examination with physics, chemistry and biology.
• you must qualify and meet the requirements of the specific institute you would be applying to for admission.
Since you had a percentile of 70% you will be eligible to apply for the same course. You might want to get in touch with the concerned authorities of the college you like in case they have any specific additions to the eligibility criteria and the admissions.

Ofcourse. Till last year TNAU was not accredited by the ICAR and thus TNAU had to conduct it's own entrance exam to enroll students.
But this year it is accredited by ICAR. Thus a student can apply for any of the one. But as per my knowledge, ICAR is enough for getting bsc ag. No need for TNAU entrance exam.
