No, eligibility doesn't change every year, it has remained unchanged as of now incase even if it gets changed then authorities will inform about it but the chances for change in eligibility criteria is extremely low i. e almost 0.

at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to st/Obc/ Sc
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.

Lower age limit:- to be eligible for neet one has to be at least 17 years old or more by 31st December in the year of appearing for the examination .
Upper age limit :-There's no upper age limit for NEET. Earlier there was upper age limit of 25 years which was pending in supreme court, on 9th march 2022 NMC in its notice has removed upper age limit. Though admission in Aiims for MBBS is through NEET, it has its own eligibility criteria which is given below:-
To be eligible you must be either appearing for 12th board examination or should have passed 12th board examination with physics, chemistry ,biology and English and must have got:-
at least 60 % in aggregate of PCB and English in 12th examination if belongs to general /obc category
at least 50% in aggregate of PCB and English if belongs to st/ Sc

Yes you are eligible for both need UG and AIIMS as well.
This is because,
With 64 % in PCB and 66.75 % in PCBE you satisfy both neet and Aiims eligibility criteria as a obc category student requires at least 40% in aggregate of PCB and for Aiims at least 60% in aggregate of PCBE is required

The eligibility criteria is listed below-
Candidate must have completed 12th grade under the 10+2 scheme/Senior School Certificate Examination or Intermediate Science or an equivalent examination with English, Physics, Chemistry, and Biology from a recognized university/board of any Indian state. OR the candidate must have completed a Diploma in General Nursing and Midwifery from an Indian Nursing Council-approved institution. or be registered with a state nursing council as a nurse, RN, RM (registered nurse, registered midwife).
In the case of male nurses, in addition to being registered with the State Nursing Council, they must have obtained a certificate in General Nursing and, instead of training in midwifery, six months of training in any of the following subjects: I O.T. Techniques, ii) Ophthalmic Nursing, iii) Leprosy Nursing, iv) TB Nursing etc.

You can surely go for a drop if you are willing to take admission in AIIMS Delhi and be consistent and dedicated towards the same. Smart work and consistency can do wonders.
The previous year cut off for AIIMS Delhi was 680 marks for the SC category and looking at the increasing competition and level of the NEET exam, the cut off is only expected to remain same or go higher. So a safe score would be 680-690 for your category.
