If you are a resident or have domicile of a state you want to apply state quota for, you can definitely apply for state quota and they ask official documents at the time of counselling so even if you are a resident of particular state and have no domicile they'll violate your state quota seat. From this year , DU has changed its rule of entering the practical and theory marks separately.All you have to do is enter your board roll no. And your marks will automatically be entered in your application form.You just need to verify whether they are correctly entered or is there any discrepancy.And thats all .

It solely depends on you which type of atmosphere you want to choose. Both the colleges have almost same ranking , AMU has 13th rank all india and Jamia has 15 th rank , the difference is not much more. So, you can choose either. Jamia is located in delhi , so this is plus point of this college , you may have exposure to metropolitan city Delhi whereas in Aligarh , you would be restricted to one place. In delhi , you can also have ecposure to so called Delhi-NCR, which is good and will make you more extrovert.
Rest , choose according to your proximity to your home , because it is necessary.

You must and should have pass the Class 12 and you should have marks list of class 12 unless your not eligible for the B.Tech. Every Institution will some Instructions & eligibility criteria about admission process. You may not be a merit students you must clear all your subjects in class 12. Every College will check the Original documents at the time of counselling at time your have produce your Class 11 & 12 documents. If your fail to submit the documents you are not eligibile for admission in that college. My friendly advice is to clear your exam as possible.
