Amu entrances selection are based on the cutoff of each year , and cutoff depends on various factors such as number of students, difficulty level of the paper, and many more , and in amu there is special benefit for the internal students or the students who have been studying in amu from previous classes, they get internal quota and the merit with internal quota goes very low , for ba entrance you can get clear selection in 30-40 % marks. But for external students there is no quota and the get admission in scoring around 40-60 % marks depending on cutoff.
So as I don't know whether you are internal or external I told you about both the cases.

I got around 450 for neet 2019 (obc) os there a chance to get any mbbs or bds govt college under all india quota??

kya AMU engineering Enterance me Physics, Chemistry, & Mathamatics ke allava Urdu Language ya koi aur lslamic language bhi poochhi jati hai

No, In AMU Entrance for Engineering, the subjects are:

Physics
Chemistry
mathematics

And each of subjects consists of 50 Questions each and bears a total of 150 Questions.

And There is no such subjects like Hindi or urdu or any language subjects apart from PCM.

But then also you must score atleast (60-70)% in order be on safer side for taking admission in AMU.

Yes, Aligarh Muslim university accepts admissions based on neet scores. There are three categories

Management quotas
Institutional seats
NRI

A score of 530 or above would get you a seat there in institutional quota and 560 or above in the management quota. But, one thing to keep in mind is that scores and ranks vary each year with difficulty level of the question paper and availability of seats. With a score of 490, it becomes difficult to secure a seat in Aligarh Muslim university when comparing the results of previous years. Last year, a minimum score of 562 got a seat there in the general category. This year I have got 39 marks in AMU foreign language entrance exam test...Is there any chance of admission?

According to last year cutoff trends it was around 45 or more for general category. Since you have got 39 marks, the chances are difficult but cutoff changes every year and also depend on category and other factors.
