The term Locked choices as the term itself suggests refers to the College options which the candidate has selected for his Admission and the choices from which he or she wants to secure Admission from the list of submitted colleges.

Yes you can apply in the mop up round of All India Counselling as well as the 2nd Round of State Counselling in UP. As long as you do not get a seat in (and you take a seat) in All India Counselling you are not barred from participating in the State Counselling. Yes, you can choose BAMS as your career option. As in NEET 2020 qualifying score of unreserved category is 147, you can easily get an opportunity to admit yourself in a well established BAMS institute . Here's some institutes that would be favorable for you-- Gujrat Ayurved University, J.B.Roy State Ayurvedic Medical College and Hospital, Kolkata State Ayurvedic College and Hospital, Lucknow Shri Ayurvedic College and Hospital, Nagpur. a candidate who does not belong to Karnataka state and has no domicile of it, then he/she can apply in the private medical colleges through management quota. The All India counselling is done for Government Medical Colleges in Karnataka. Most of the private medical seats are allocated to state quota. If you want to apply through state counselling, you are required to have completed class 12th in Karnataka or you should have domicile certificate of Karnataka.

If there is seat vaccant in AIQ quota of any government medical college in neet counselling after second round then all the vaccant seats revert back to respective college in respective state quota and counseling is conducted by the respective State counseling body only. So only domicile Holder will be applicable for that state quota seats. As your profile suggest that you are from bihar so you can apply only in bihar state counseling. If PMCH have vaccant AIQ quota seat after round two then it will get added in state quota seats (85%) and counselling will be done by Bihar state counseling body only. This will apply for all Colleges.

KEA will conduct Counselling for Ayush Courses in 85% State Quota Seats of Ayush Colleges in Karnataka, Dates are not known but Counselling will start soon.
AACCC is the Counselling Authority for 15% All India Quota Seats of Ayush Courses in all the Government Ayush Colleges of India.
