Even if your category comes under central list and you have the certificate issued by the state, it is not valid for the admission at the ALL INDIA LEVEL.
For that purpose you need to have a central certificate which has the same format throughout the country.

No, all India counselling is not at all related to state counselling. All India counselling and state counselling happens separately. The counselling takes place at two different levels. This is because it is done under the two distinctive and concerned authorities. And, the authorities will decide the counselling according to their prescribed rules and regulations.

You can still try in state counselling for remaining 85% seats . Different state counselling cut offs vary from each other. For different states it depend upon availability of colleges, student number etc various things . You have not mentioned your state . You must mention that for us to answer precisely. Yes, fresh registrations are allowed in Round Two of All India Counselling. The dates for registration of second round of all India counselling are 18 November 2020 to 22 November 2020.

Since you are not a domicile resident of the state you are not eligible for the 85% state quota. This means you will have to apply for the 15% AIQ which is only filled by the all India counselling conducted by the MCI. You should register soon if you want to participate in the first round as the last date to register is tomorrow.

Check with the institution whether that money is refundable or not. If it is refundable then you can approach the office and ask them for the refund. During admission process if you have signed a document stating I will not ask for a refund at any situation, you cannot definitely ask for a refund.
