OBC has two categories namely, Creamy layer and non-creamy layer. In case, the family income is less than 8 lakh per annum then, the candidate is considered as non-creamy layer. In your case, the income is more than 8 lakh, you are considered as creamy layer and would not get any reservations.
You are still eligible for All India Quota counselling under unreserved category. If you are willing to avail the reservation then, you can surely apply for State Quota Counselling.

Hello. No, it is different. And held on different dates. So one who wants to have more options in regards of advantage like eligible for state can also participate in all India counselling. State counselling participation allowed only for those who have domicile.
So if you have it, then you can apply for both and have best options in hand.

Its tough to exactly say which college you can get because the cutoff changes every year and this time the cutoff rose high and alsso few seats have increased.But with your rank,previous year analysis and category we can predict you chances to colleges.there are chances for you to get into AIIMS as you have category so first apply for them and then apply for top government collleges .If you want to join in mahrastra government colleges then you can fill all governt colleges of maharastra because the cutoff was low last year.for furthur info about your chances to desired colleges please checkthe following links without fail:

Hello Nisar Ahammed! In the Mop Up Round of All India NEET counselling, all government medical colleges and Deemed Universities only can take part. The other private medical colleges will not be included. This round is held to fill in the vacant seats at government colleges and deemed universities only.

According to the user manual of candidates while filling the application form the internet connection should be uninterrupted.If interruption takes place, the IP address which is being monitored by the counselling software, will change and the session expired message will be displayed. In such cases please try to login from different computer having uninterrupted internet connection from which other candidates have logged in successfully, if possible.

HI Aspirant! Yes. we can apply for state counselling without applying for all india counselling because one of my friend didn't apply for JOSAA which is all india engineering counselling and apply for DTE(Maharashtra) state level counselling. and getting an state level colleges. it doesn't matter! you have a good mark which can get you a medical seat. but sorry to say that you will get only a private seat and medical seat in government as the score is high for that.
probably private colleges must be the only choice. though sc category, score for govt is like 500 +
