Once the NEET 2020 results are declared, you need to follow these steps to get admission into the college of your choice.
Step 1:- Register yourself on the official website for AIQ Counselling or the respective state's counselling where you want your admission to be done.
Step 2:- Choose from the list of colleges, the college you are interested in, when the choice filling window is open.
Step 3:- Round 1 results will be declared, and college will be alloted to you based on your NEET score and the choices filled by you.
Step 4:- If you don't get the college of your choice, repeat step 2 in the subsequent rounds (Round 2 and Mop up round).

Sorry to say you but this is actually very low marks for neet examination. And with this marks your rank can be over 1.2lakhs.
In this rank it is not possible to get any government medical college although you have SC quota also. You can get a private medical college. However you can predict your college through the link below and also can predict your rank from the link below

Private Medical Colleges do not participate in All India Counselling. For seats in Private Medical Colleges, you have to participate in State Counselling. Having said that, there are 3 Categories in Private Medical Colleges. Category A is the Government Quota Seats. And only candidates of the home State are eligible to apply for these seats. With a score of 215, it is difficult for a seat under this Category. B Category seats are also called Management Quota Seats and they are filled through State Counselling and even here 215 has almost no chance because you belong to General Category. And the remaining seats are filled through direct Admissions by contacting the College directly provided the Candidate has registered for the respective State Counselling and has not been able to secure a seat in the Counselling. Here the fees is usually nothing less than 40 lakhs and this is where you might have a shot at. States like HP, Telangana, Tamilnadu, Karnataka, etc allow other State Candidates to participate in their Management Quota Seats Counselling. The last Category is NRI seats Category and you cannot apply for that. NEET is one of the toughest all India entrance exam where many students from different country appear. So, scoring as not expected may happen, just don't get disheartened. Yes,dear you can apply both for state counselling and All india counselling, but you have to select a college fast because then you will have to submit all your orginal documents at the time of counselling they give you forms for filling details considering you will be taking admission there,also you will be charged fees accordingly,so its better to select a college and attend its counselling,than to try catching both the rabbits.

I would like to share my opinion in this query. First of all 655 is really a get score. Now coming to your query, So I would like to suggest you that you should go for AIQ counselling where you can get any of the top colleges according to your rank. Still if you are not satisfied with your college, then go for the further rounds and here you will definitely get a good college. However, UP also have some top government colleges such as King George, BHU, which you can easily get through the state counselling with this score. So it totally depends on your choice.

The seat allocation through All India Counselling is a transparent process. Therefore every thing including the fees is fixed and visible to students at the time of counselling. As far as direct admission is involved, you can't say much because there is no body to govern the procedure. They might can charge you high.
So if you are getting a seat from ALL India Counselling, I will suggest you to go for it without a doubt. As more transparent procedure less discrepancies.
