It's quite difficult to predict that whether you will get a college or not as cut off marks for medical colleges keeps changing every year depending upon various factors like your domicile state , number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 580 marks you can get into a Government Medical College
For example, In neet 2019, 580 marks for general category got a seat in a government medical college under Rajasthan State quota and it was for Government Medical College, Barmer .
You cannot get a seat in MP under 15% all India quota with 580 marks
For example,
In 2019 the lowest marks that got a seat under 15% all India quota in MP for general category was 599 and it was for S.S. Medical College, Rewa

Definitely... If you're using any reservation seat, you'll be required to present a proof of the claimed category you're opting.
For SC category, you'll need to submit your SC Certificate, similarly for any other reservation, you'll need to show relevant documents.

NEET 2020 cut off for King George Medical University, Lucknow will be declared after the counselling. Cut off depends on various factors like number of candidates applied, number of seats available in KGMU, performance of candidates etc. So it is difficult to predict the cut off now. In 2019 AIQ cut off for general category was 613 marks and 893 rank. According to this, you need to score 613 or above as cut off may increase or decrease based on the above mentioned factors.

All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC , AIIMS and JIPMER are filled by DGHS. And the rest are filled through State Quota. Admission to 348 MBBS seats and 43 BDS seats will be filled under State Quota. So to just answer your question, ACMS seats will be filled through State Quota along with other Colleges of State University. First things first, you cannot appear for NEET PG Counselling other than in any other Category that you initially have selected while filling during the application form. You cannot change your Category after the correction window closes. For example, if you have selected OBC as your Category during filling the application form, it will stay the same even during Counselling because the merit list has been prepared according to the Category you have chosen while filling up the NEET PG application form. So you cannot make any changes to that now. You cannot attend for Counselling under General Category.
