Your TS EAMCET Rank is above 10,000 so you can get partial fees reimbursement if you are eligible. But your parent income should be less than Rs. 5 Lakhs if you belong to SC/ ST / Minority and Rs. 2 Lakhs for OC / OBC to get partial fees reimbursement.
You need to apply for Scholarship and State Government will sanction your reimbursement request if you are eligible and submit relevant documents.

First of all, there is no course that is gender biased. So, I strongly suggest you that you choose your branch on the basis of your passion and liking towards it.
Civil engineering is more of site oriented whereas CSE is more office oriented. In Civil Engineering you would have to design and construct buildings, highways, bridges, etc. In CSE you have to develop software solutions and develop apps and codes to run the software world smoothly.
If you are good at any of your field, you are bound to get better job opportunities and placements. So, choose between the above traits that you like and make your choice accordingly.
