Yes, You can apply for TNEA Exam in Andhra pradesh. Eligibility for the admission in TNEA college is A candidate should pass 10+2 or equivalent examination in Physics, Chemistry, Mathematics and English as separate subject with an average of not less than 60% in PCM. Minimum of 50% marks is required in English in 10th or 12th for all candidates. For details follow the link:

To get admission in Anna University under BTech course you need to obtain a minimum of 50% marks in each Physics, Chemistry and Maths. The application form should be filled from the official website. The candidates are selected in BTech programme on the basis of Tamil Nadu Engineering Admission (TNEA) counselling.

Yes, you can discontinue M.Tech Course at Anna University to Join a IIT, but the issue lies whether you have to return your M.Tech Stipend or Not.
So, according to AICTE you will require returning the M.Tech Stipend if your discontinue your Course. However, if your Institute is being funded by the MHRD, you need not require returning the Stipend.
Better, You must Check the details with your Institutes Regulatory Authority.
I believe, unless you do not require a Transfer Certificate for Joining M.Tech at IIT, you may not go through the official procedure of Course Discontinuation at Anna University, and you will automatically be striked off the list from Next Semester, due to Non Registration. However, in case you need a Transfer Certificate, you may require informing the Registrar of Anna University, and hence return of Stipend as well as the Official Procedure.

the eligibility criteria to take admission in anna university in part time course of bachelor of technology is as follows:
1. Qualification
Candidates must have passed any one of the 3 years Diploma course in relevant branch of Engineering / Technology of the State Board of Technical Education and Training, Tamil Nadu from an AICTE approved institution ..
2. Year of passing Diploma
Candidates should have passed the diploma engineering course in the relevant branch of specialization atleast two years before the last date prescribed for the registration of application of part time b.tech.
3. Place of work
Candidates should be working in a place within a distance of 120 km from the institute to which he/she seeks admission to make able to attend the classes regularly by 6.15 p.m. and the place of working should be in Tamil Nadu.
4. Age limit
there is no age limit prescribed for admission to B.E. (Part Time) degree course.
5. Employment
(i) Candidates who are currently working professionals at the time of admission alone are eligible.
(ii) Candidates should have a minimum of two years full time work experience after successfully completing the Diploma course in a registered firm / Company / Industry / Educational / Government and Autonomous organizations in the relevant field in which admission is sought at the time of admission.
