Yes,you are eligible to write MHT CET exam to secure B.Tech admission in Maharashtra. But since you do not have Maharashtra domicile benefit, you will be considered as an outsider. As you do not have mathematics along with 12th commerce, it may be problematic for you to attend the Maths section in NDA (300 marks). However, you can take coaching classes for the maths section and also work hard for other subjects like Physics, Chemistry, Hisory , Geography , Current Affairs , General Knowledge and Political science. Sometimes, additional requirements for prospective air force and naval cadets include coursework in physics and math. So, you would not get naval and air force without maths through NDA, but can opt for Army wing .
If you do not qualify NDA, there is another way too. After your graduation, you can sit for UPSC CDS exam, AFCAT or SSB. After clearing CDS exam, you can opt for OTA(Officer Training Programme) of Indian Army.

Recruitment to the medical posts are through Permanent Commission (PC) and Short Service Commission (SSC).
50% of the graduates passing out from the Armed Forces Medical College Pune are taken directly into Permanent Commission and the rest are offered Short Service Commission. Doctors from civil medical colleges are offered only SSC entry. SSC officers are required to serve for a minimum period of 5 years. The SSC may be extended by another two terms of 5 years and then 4 years upto a maximum of 14 years. AFMC graduates offered SSC are required to serve for a minimum period of 7 years extendable by another 7 years.
Short Service Commission
Upper Age Limit- 45 Years
Notification for the post of doctors (married/unmarried – male and female) in Indian Navy through SSC are published in leading newspapers once a year. Eligible candidates are called for interview at New Delhi to assess their merit and suitability for grant of Short Service Commission in the Army Medical Corps and subsequent secondment to the Navy. Based on the results of the interview, candidates who have been short listed are subjected to medical examination at designated Armed Forces hospitals in New Delhi. Medically fit candidates are granted commission subject to verification procedures as deemed necessary as required for commissioning. Post graduate degree holders i.e. MD/MS/MCh/DM may also apply.
First of all, in order to join army, one who has completed MBBS must have passed National Eligibility cum Entrance Test - NEET PG entrance exam to pursue Masters of Surgery (MS), Doctor of Medicine (MD) or PG DIploma in AFMS PG medical admissions .
Thereafter, one must register for AFMC PG medical admission during Medical Counselling Committee (MCC) registration. On the basis of scores obtained in NEET PG, seats available, specialties selected and other details, the admission to 352 seats will be granted through AFMC PG medical admission.

to join navy, you need btech/ BE in EEE or Mech or ECE or civil.
and you have to clear ssb.
but for army, you can have whatever degree you need. including, be, btech, ba, bsc and whatever you can.
you only need a basic bachelors degree to join army.
but for navy, you need only Btech or Be (but which ever branch is ok)

There are two ways of joining Indian Navy after 12th
1. NDA & NA Examination : You can join NA by taking the exam conducted by Union Public Service Commission ( UPSC ). This exam is conducted twice a year in all major cities throughout India.
Eligibility Criteria
Age – 16 ½ to 19 years(at the time of commencement of course)
Nationality – Indian
Gender – Men only
Educational Qualifications – 10+2 with Physics and Mathematics. Appearing final year students can also eligible to apply.
Advertisement Schedule – May and December. (Advertisement is released by UPSC. Visit www.upsc.gov.in )
The second way to join In Indian navy is
2. 10+2 B.tech Cadet Entry:
Age: 17 to 19½ years .
Educational Qualification: Passed Senior Secondary Examination (10+2 Pattern) or its equivalent from University/Board with at least 70 % aggregate marks in Physics, Chemistry and Mathematics (PCM) and at least 50% marks in English (either in Class X or Class XII).
How to apply : One can directly apply online from nausena – bharti .nic.in , selection for SSB Interview based on the cut off percentage decided by Indian Navy.

As you may know NIOS does not issue any Transfer/School Leaving Certificate separately to any of its learners. At the time of verification of documents you can simply tell them that since you have completed your schooling from NIOS you do not have the transfer or school leaving certificate. In such cases the result or marksheet is enough.
There is a reservation of approximately 1-3% for Ex-service personnel. But even with that reservation, 401 is tad less. You might get a Government Quota seat in a Private Dental College but MBBS is tad difficult. Having said that, this is based on 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam.
