To get Government College you need rank around AIR 30k in your category. So you have less chances for getting admission in government medical college. But you can get admission in private medical colleges.
Also remember that cutoffs changes every year due to various factors such as number of students attempted exam and number of students participated in counselling, difficulty level of exam, reservations and more. So nothing can be predicted with certainty.

If you were to take my opinion I would recommend you to kindly participate in the counselling in case your category seats are vacant in the above branches because in these rounds generally very less candidates participate in this counselling.
So, you would have good chances to get a upper branch.
Dear Aspirant, if you compare college wise then NIT Agartala will be good as compared to Assam Engineering College. But if you compare stream wise then Electronics and Telecommunication Engineering is in high demand as compared to Production Engineering and placement scope is also much better in Electronics and Telecommunication Engineering. Assam Joint Lateral Entry Examination is conducted by Assam Science And Technology University ASTU, Guwahati for lateral admission in Engineering courses.
Candidates qualifying the Examination will be provided admission to 2nd-year B.E/B.Tech courses in the participating Institutions of Assam.
The process of counselling and seat allotment of Assam JLEE 2021 will have two rounds which will be conducted in offline mode and candidates will have to reach the counselling venue on the scheduled date and time. After each round of Assam JLEE counselling, merit list will be released on the basis of different factors and the seats in the institutes will be allotted to candidates .
JLEE counselling 2021 process is held in two rounds in offline mode only so there won't be any third round for counseling.
