Hi, the criteria for applying for counselling in state quota says that you need to have 10th and 12th completed from the state itself. So, if you have not done your 10th from Assam then you are not eligible for the counselling in state quota. Hope this helps.

Honestly dear, it would be somewhat difficult for you to get admitted into any college which covers the B.Sc Psychology curriculum in Assam. But don't leave hope and keep on trying for different colleges, follow their eligibility criteria and even if you are waitlisted, wait till the final list. If any vacant seat remains your can make your chance positively.

Last year the qualifying cut off percentile for SC category to qualify in NEET UG was 113-146 marks. You have scored just above the previous year cut off marks. With such score you do not have chances to get seat in MBBS, BDS, Ayush courses. You need to score minimum 360-480 marks or above to have decent chances of getting seat in MBBS, BDS, Ayush Courses. We regret to inform you that you may not get seat this year. However, if you wish to take a year off and prepare well you may hold good chances to get seat in a college if you score the above mentioned ideal score for SC category. last year cut off marks for SC category candidate through Assam State counselling was 430 marks for diphu medical College, diphu.
So as compartively last year,this year question paper was lil bit tough so we may expect some drop in cut off.
So if you are getting 430+ marks then you have very good chances of getting govt college in Assam through state counselling.
Although expected cut off may be around 410-420 but it's not fixed. So let's the neet result come. Till then hope for better.

I'm assuming that you belong to Gen category. So last year cut off marks for Gen category candidate through Assam State counselling was 529 marks for diphu medical College, diphu.
So if you are getting 520+ marks then you have very good chances of getting govt college in Assam through state counselling.

Hbtu is far better due to-
Hbtu, kanpur is a state government college. Fee structure of of hbtu is not high if we compare it with best government technical institute of india i.e. iits and nits. There are two type of government colleges one is state other is central . central government college have low fee structure. If you see fee structure of traditional courses in government colleges you will feel hbtu is charging high but this is not reality as technical education need better labs, workshops, seminars, centre of excellence , guest lecture,industrial tour which you will not need in traditional courses like B.A ,B.SC,B.COM . There are many hackathons, competition, clubs in technical college because of these all activities fee is high for technical education.In iits, nits, being government institutes their fees ranges from 1.23lakh to 1.7lakh per annum.

After analysing previous year cutoffs, at your score it will be difficult to get seat in government colleges for BAMS and BHMS courses in Assam in your category. To secure BAMS college in Assam one need to score atleast 490+ marks and 460+ marks for BHMS college.
However you can try for BAMS and BHMS in other states' private colleges and deemed universities:
