Assam have two type of ST category in state they are ST-P (plain area) and ST-H (hilly areas). So last year cut off for St category in Assam for govt college was ST-P - 345 marks & ST-H -264 marks.

Dear Student,
There is little to no chance of getting NIT Rourkela with the JEE Mains score of 92.613 percentile in the CSAB rounds. The seats always gets filled during the counselling and some students leave the college after the counselling thus creating the "vacancy". So the chances of getting a seat in NIT Rourkela is low. You may try other NITs and as you have mentioned you will get a seat in NIT Silchar so congrats!

I hope you are doing well, as you mentioned you secured rank 60 not 60 marks so you can definitely get admitted to Assam Engineering college in computer science but if you mean to say that you secured 60 marks then it would be difficult for you get admitted there.

I am sorry to inform you but to get the advantages of reserved cateogries, one needs to have a certificate of NCL-non Creamy layer. Which means that your family income is below 10 lakh per annum.
Creamy Layer obc candidates are not eligible for reservations.
