But also to be able to participate in Assam State Counselling, your name should be listed in the Assam State Merit list. Or else you cannot participate in its State Counselling. If you belong to Kerala, your name might not be in the State Merit list of Assam unless you have selected Assam as your State of eligibility. The general rule of MBBS & BDS Admission is that 15% of total Intake government colleges (MBBS & BDS) seats ,100% All India Deemed Medical & Dental Colleges seats & 50% Central university colleges seats are filled from All India Counselling. These seats are available for all candidates who have qualified NEET. Any state candidates can take admission to anywhere in India through All India Quota.
85% of Government Medical & dental (MBBS & BDS) & 100% of private Medical & Dental colleges seats are filled through respective state & those seats are available to respective state candidates who are staying or studying in particular that state.
General Eligibility Criteria to participate in any State Quota Counselling:
1. If you have Domicile of that particular State.
2. If you have Completed 10th or 12th Board from any School of that particular State.
You need to fulfill either of the above Condition to participate in State Quota Counselling of any State for Government Medical Colleges Seats. But for Private Medical Colleges Seats every State have their own Eligibility Criteria.
There are few states that are open for admission for non-domicile candidates, like Madhya Pradesh, Kerala, Uttar Pradesh, Chhattisgarh, etc.

Yeah definitely you can use your domicile certificate to get admitted in govt college in Assam through 85% state quota. You should also complete your higher education from Assam State school only then only you will be eligible. Only domicile Holder can't aaply. You should check all the eligibility criteria for claiming 85% seat of Assam govt medical college from the official counselling website. This state have make essential higher education (class 10th,11th,12th) from the state with domicile certificate after the supreme court orders in 2016 or 2017.

Based on your question I am assuming that you are a domicile of MP.
For 85% state quota in any state, you need to be a permanent resident of that state, and will require the proof of domicile at the time of conselling under the 85% quota seats.
So, if you fulfill these requirements, you can apply for the Assam State quota Counselling, but if you don't match the criteria, you can always apply for the All India Quota in the colleges in Assam.

In order to get admission in the MBBS course through the 85% state quota of Assam , you need to have completed class 7 to class 12 in Assam itself.
PRC is mandatory if you want to apply for state counseling in any course(also MBBS). If you don not have PRC you can apply for it online. Nowadays, the Assam Government provides e-service for applying online for this. You can do it from UMANG app (provided that you got a Aadhar card). You'll also have to submit some documents like land holding certificate or electoral roll verification etc. You'll be required to show the purpose of this document (like admission form or brochure mentioning its necessity).

In order to get admission in the MBBS course through the 85% state quota of Assam , you need to have completed class 7 to class 12 in Assam itself .
The above point is mandatory even if you hold PRC and domicile certificate of Assam. As you have completed your 11th and 12th in Kota, I do not think you can apply for state counseling as per the rules.

Yogesh, You can definitely applicable for 85% of Assam state quota. If you have domicile and PRC of particular state (Assam) then you can apply for that 85% quota in Assam College.
There are few document which use at the time of apply such as domicile certificate, Permanent Resident Certificate (that you already have) and may be some other document in term of state .
